Part of the Mall at Rockingham Park Is Dark Right Now. The Rest of It Has Never Been Busier.

Drive along South Broadway this month and you'll pass a section of The Mall at Rockingham Park sealed off behind construction fencing, the old Casino Salem entrance dark since March 9. Walk a few doors down and you'll find a store that didn't exist five months ago, where a nurse is fitting a customer's first earring in a chair that wasn't there last winter. Both scenes are part of the same building. Neither one is the whole story on its own.

If you only glanced at the fenced-off wing, you might guess the mall is losing tenants. You'd have it backward. That closed corner is the single biggest investment happening at 99 Mall Road this year, and it's closed precisely because the company behind it is about to make it eight times bigger.

The Empty Corner Is the Expensive One

Casino Salem opened inside the mall in the summer of 2025, a 19,000-square-foot charitable gaming room. It ran for less than a year. On March 9, 2026, at 1 a.m., it shut its doors for good, not because business was bad, but because Churchill Downs Incorporated, the Kentucky-based company that also owns the actual Churchill Downs racetrack, decided the room wasn't worth keeping open during the renovation it had planned.

That renovation is Rockingham Grand Casino, a 160,000-square-foot facility spread across three floors. Churchill Downs is putting $180 million to $200 million into the build-out, according to the company's own January 2026 announcement, which followed Salem Planning Board approval the previous December. When it opens, the new floor plan is set to include 825 historical racing machines, 32 table games, 12 electronic table game seats, a center bar, a full-service sports bar and restaurant, and a 900-seat live entertainment venue. Churchill Downs has said it's targeting a mid-2027 opening.

Do the arithmetic on the footprint alone: 160,000 square feet is roughly eight times the 19,000-square-foot room that closed. That's not a business retreating from Salem. That's a company deciding the smaller version wasn't the right size for what it wants to build here, and shutting it down rather than trying to renovate around paying customers.

That's how Churchill Downs framed the project in its announcement. The line reads like standard corporate copy until you notice the scale behind it. A 900-seat venue and a full-service sports bar don't get built by a company hedging its bets on a market. They get built by a company that expects the market to keep showing up for more than a year while the doors stay shut.

What's Actually Opening While That Corner Sits Quiet

The retail side of the mall isn't waiting around for the casino to reopen. Simon, which owns and operates the property, has been rolling out a new tenant roughly every six to eight weeks through 2026:

That's five new storefronts in a single calendar year, and it's not the first wave. Back in 2025, the mall had already brought in LOFT, Kendra Scott, OFFLINE by Aerie, Caffe Nero, Five Below, and an expanded lululemon space. String the two years together and you get a property that's been turning over its tenant mix on a near-continuous basis since at least mid-2025, not a mall making one splashy announcement and coasting on it.

The fall additions are worth sitting with for a second. Game On and Loretta's Last Call aren't generic mall-food-court names. Both are built around the Fenway Park game-day atmosphere, the kind of concept a landlord adds when it's trying to give people a reason to stay into the evening instead of leaving after they've bought what they came for. Elizabeth Tetreault, the mall's area director of marketing, described the overall strategy as curating "brands and experiences guests want, from everyday essentials to entertainment destinations, so every visit offers something for everyone, at any time of day." Whether or not that line becomes true depends on foot traffic nobody's published yet, but the tenant list backs up the intent.

The Corridor Around the Mall Is Moving Too

The investment isn't staying inside the mall's four walls. A few blocks down South Broadway, at 438 South Broadway, a concept called FLIGHT Immersive Dining is set to launch sometime in 2026. Details beyond the address and the launch year are still thin, but the location tells you something on its own: a new, experiential restaurant format chose to open its doors on the same stretch of road as an eight-figure casino rebuild and a mall mid-refresh, rather than somewhere quieter.

Route 28 in Salem has spent the last several years absorbing large capital projects in bursts. This year's burst happens to land at the mall itself, with a closed casino wing on one end of the property and a run of new storefronts on the other.

Reading the Fence Line Correctly

If you shop at The Mall at Rockingham Park regularly, the practical takeaway is straightforward. The construction fencing around the old casino space isn't going anywhere until Rockingham Grand Casino is closer to its mid-2027 target, so plan on that section of the building staying visually quiet for a while yet. Everywhere else in the mall, expect the tenant mix to keep shifting through the rest of this year, with Game On and Loretta's Last Call rounding out the 2026 additions this fall.

The two things are connected, even though they look like opposites. A property doesn't get a $200 million redevelopment commitment from a publicly traded company at the same time it's actively courting five new retail brands unless the underlying math is working. The dark corner and the busy storefronts are the same signal, read from two different angles.
